Cumbria Community Risk Register

We produce Cumbria’s Community Risk Register, outlining the likelihood and impact of risks.

The risk register:

  • assesses risks local to Cumbria
  • identifies new risks
  • measures if a risk is increasing or decreasing
  • sets out the impact and likelihood of emergencies happening in Cumbria

Very high risk events

Emergencies often happen at once. Storms can cut power, which may affect water supplies or communications.

Here are some very high risk events and how you can prepare for them.

Flooding

Cumbria is prone to flooding, and has had several severe floods in the past.

In 2015, the heavy rainfall from Storm Desmond flooded over 50,000 homes. Some of the damage still affects local people.

What you can do: 

Storms

Storms bring a range of hazards. They cause power cuts, travel disruption, and failures across phone and broadband networks.

Named storms are increasing, bringing heavy rain, strong winds, and snow.

What you can do: 

New disease outbreaks

The UK Health Security Agency monitors health data in humans and animals to estimate outbreaks.

A pandemic is an infectious disease that:

  • infects humans
  • spreads easily
  • is new, so there is no natural immunity

These diseases can cause several outbreaks, which may be weeks or months apart.

Large scale loss of power

Weather events can disrupt power supplies across areas.

What you can do:

Malicious hazards and threats

Terrorism has become more diverse, complex, and increasingly volatile, and changes constantly.

CONTEST is the UK’s Counter Terrorism Strategy. It aims to reduce the risk from terrorism, so people can live freely and with confidence.

CONTEST has four work streams:

  • pursue: stopping terrorist attacks
  • prevent: stopping people becoming terrorists or supporting terrorisms
  • protect: strengthening our protection against a terrorist attack
  • prepare: where an attack cannot be stopped, mitigating its impact
